ifx_create_blob -- BLOB オブジェクトを作成する

ifx_create_blob ( int type, int mode, string param )
BLOB オブジェクトを作成します。
type: 1 = TEXT, 0 = BYTE
mode: 0 = BLOB オブジェクトはメモリーに内容を保持する,
1 = BLOB オブジェクトはファイルに内容を保持する。
param: mode = 0 の場合: 内容へのポインタ
mode = 1 の場合: ファイル文字列へのポインタ
エラーの場合に FALSE、それ以外の場合に新規の BLOB オブジェクト ID を
返します。
